The AI Navigator Framework is a three phase model, created by Maarten Verschuere, that guides leadership teams through AI transformation: Inspire, Enable and Scale. It is the backbone of the book AI Will Replace You: A Framework for Leaders in Times of Agentic AI (Lannoo, 2025), written with Paul Joustra, and of every keynote, workshop and advisory engagement Maarten delivers.
Three phases, three dimensions, nine questions
The framework crosses the three phases with the three dimensions that every transformation touches: process, technology and people. That gives nine building blocks. Each one has a guiding principle and a key question that a leadership team should be able to answer before it moves on.
Why leaders need a framework for AI
AI is the catalyst, not the destination. The real question for a leadership team is how to keep the company future proof while the technology keeps moving. The framework gives the top table a shared language and a clear sequence: first see what is changing, then learn by doing, then turn what works into lasting value.
Phase 1: Inspire
Inspire is about seeing clearly before acting. It starts with the customer and the mission, looks outside the organisation for what AI already makes possible, and brings together the right people to explore it. This is the work of a keynote.
Process
It is all about the customer, not the technology.
Key questionCan you state your mission in a future proof way? What customer problems are you solving, and what internal challenges do you have?
Technology
Learn about AI applications from outside your organisation.
Key questionHow can you use AI to solve your business problems?
People
The best pilot team combines C-level experience and youth. Curiosity required.
Key questionCan you list your people and assemble a dream team?
Phase 2: Enable
Enable is where the organisation learns by doing. A pilot is built to learn and not to perform, the technology is chosen to match what the organisation can handle today, and partners help the team move faster. This is the work of a strategy workshop.
Process
Build a pilot to learn, not for performance. No excuses.
Key questionWhat is your pilot format?
Technology
Choose technology that fits your capabilities.
Key questionWhat is your AI maturity?
People
Collaborate to go faster.
Key questionWho do you collaborate with?
Phase 3: Scale
Scale turns what works into lasting value. Governance makes growth repeatable, the architecture is built for a landscape that keeps changing, and transparency keeps people on board. This is where advisory support makes the difference.
Process
Governance leads to scalable value.
Key questionAre you ISO 42001 compliant?
Technology
Build for a changing landscape.
Key questionCan you draw your architecture?
People
Transparency and engagement build trust.
Key questionHow is the AI anxiety in your organisation?
Questions about the AI Navigator Framework
What is the AI Navigator Framework?
It is a three phase model for AI transformation, built for leadership teams. The phases are Inspire, Enable and Scale, and each phase is worked out across process, technology and people.
What are the nine building blocks?
They are the nine combinations of a phase and a dimension, such as Inspire for people or Scale for process. Each building block has one guiding principle and one key question, which together form a checklist for the leadership team.
Who created the AI Navigator Framework?
Maarten Verschuere created the framework. He is a Belgian AI keynote speaker, strategist and author, and an AI researcher at VIVES University of Applied Sciences. You can read more on the About page.
Who is the framework for?
It is written for executive teams, boards and the leaders who report to them, in organisations that want to steer their AI transformation instead of reacting to it.
Where is the framework described in full?
The full framework is described in the book AI Will Replace You by Maarten Verschuere and Paul Joustra, published by Lannoo in 2025. You can find the book on the Books page.
